The RM of Parkdale's regulations and bylaws for planning and development is regulated through the Zoning Bylaw No. 04-06 that was adopted in 2006, as authorized through the amended PDA, 2007. According to section 45 of the PDA, the "purposes of a zoning bylaw are to control the use of land for providing for the amenity of the area within the Council's jurisdiction and for the health, safety and general welfare of the inhabitants of the municipality". Essentially, the Zoning Bylaw creates the rules for planning and development within the Municipality that protects the local quality of life of residents and establish consistent standards for economic development. It maximizes the benefits and strengths of the Municipality while minimizing any negatives or adverse effects, and it provides a medium for residents to express their concerns and questions to Council.
The Zoning Bylaw provides regulations regarding the general administration of the Rural Municipality, general regulations that pertain to all development throughout the entire RM, as well as specific regulations that pertain to certain types of developments or within certain areas of the Municipality. The RM is divided into the following zoning districts:
- Agricultural District (A) - provides for the primary use of land in the form of agricultural development and associated farmsteads.
- Large Acreage Development District (LAR) - provides for the subdivision and development of more than three sites containing residential uses in a quarter section in the Turtle Lake and Little Loon Lake areas of the RM.
- Residential District (R) - provides for urban density development or residential and associated commercial or industrial development which does not support agriculture.
- Commercial District (C) - provides for specific areas and standards for intensive business, commercial and industrial development.
- Forest District (F) - provides for natural resource harvesting and development with a minimum of overlap between provincial and municipal responsibilities and to minimize negative impacts on municipal service delivery requirements.

The RM of Parkdale's planning and development is regulated through the Basic Planning Statement Bylaw No. 03-06 that was adopted in 2006; as authorized through the amended Planning and Development Act, 2007. This document can also be referred to as an Official Community Plan. According to section 31 of the PDA 2007 the "purpose of an official community plan is to provide a comprehensive policy framework to guide the physical, environmental, economic, social and cultural development of the municipality or any part of the municipality." Essentially, the Basic Planning Statement establishes and guides Council in decision-making for future planning decisions within the Rural Municipality.
Within the RM's Basic Planning Statement are policies that regulate residential, commercial and agricultural development.
